ASAi assisted the District with early planning and approval to position the District to receive modernization funding at 80/20 prior to the change of regulations.  ASAi’s awareness of the pending changes and early approval resulted in a cost savings to the District of approximately $2,599,000.

ASAi supported the District in their successful efforts to pass a local bond and continued its support with daily on site observation of work-in-progress.

These projects consisted of multiple schools including Amador High School, Argonaut High School, Ione Jr. High School, Ione Elementary School, Jackson Jr. High School, Jackson Elementary School, Pioneer Elementary School, Pine Grove Elementary School, Plymouth Elementary School and Sutter Elementary & Primary Schools.

The District is nearing completion of their modernization for their campus located in Bishop, CA.

ASAi planned the renovation of the District’s 75 year old high school which included installation of an elevator in the 3 story building and services four stops.   The final design maintained the integrity of the historical structure which was a critical issue during the design process.  Modernization included a relocatable classroom.  At the completion of the modernization, the District realized a cost savings which will go towards the remodel of east and west gymnasium locker rooms once the change order has been approved.

This Sutter County school had a severe failure of their existing septic systems.  ASAi worked with OPSC to obtain Deferred Maintenance Extreme Hardship Funding for a Priority 1 replacement of two failed septic systems.  The systems required upgrading to new codes which differed from the parameters of the program.  ASAi met with representatives from OPSC and full funding was approved.  ASAi worked with the District to repair the tanks and replace the leach field.  The planning for this project was started in the late spring of 2001 and completed the second week of September 2001.  The total project cost was $342,271 with the District’s contribution limited to the districts required deposit and yearly state match with the remainder paid by the State.

The modernization project as designed by the original architect was estimated to cost $6,000,000.  This was $3,000,000 over the available budget.

ASAi services were obtained to reduce the scope of the project to match the $3,000,000 budget and to complete Construction Administration for the project.

ASAi coordinated the bidding and without a successful bidder, coordinated a Lease/Leaseback contractor to complete increment #1 in 2003.  ASAi then coordinated the bidding for the remaining buildings and the remaining modernization is now complete.  In addition, ASAi assisted the District in identifying and applying for a Deferred Maintenance Extreme hardship Roofing project, which was funded by OPSC.

This challenging project was under construction while the school was in operation.  ASAi aided the District in accomplishing the removal and replacement of a library, science classroom, administration building and the relocation of 4 relocatable classrooms.

The District received a Planning Grant for the design of these two buildings.  ASAi’s School Facilities Manager, while assisting the District with the closeout procedures for the project, discovered that the District had not filed a funding application for construction of the library and Administration buildings.  Aware of the pending change to the 180 day rule and following up on proposed changes, an application for the now completed project was submitted which will result in $1 million in reimbursement costs for the District.

During the needs assessment for the Upper Lake High School modernization, it was determined that the existing cafeteria was unsafe.  ASAi worked with DSA to document the health and safety concerns of the building and then processed the Facilities Hardship Application through OPSC.  ASAi then designed the replacement building which includes a cafeteria, kitchen and performance stage. Size 7,789 SF. Construction has been completed and with the completion of their recent modernization project, Upper Lake Union High School is essentially a new campus.
